How can I tell if someone has their PM on or off?

If they have it off then you wont be able to send them a pm at all. I wont be listed on their profile page.

Also, if you Click on the Posters name. There will be a Drop down Menu, should say Send this person a PM...etc..
If it isn't there, they have it turned off. (<)<
